Why are they so important to me? Well, Marion County has a very odd political structure, where they do not have a judicial branch. However, they do have an executive and legislative branch. The executive branch handles most of the day to day operations. And the legislature is controlled by the people through their majority votes in each of the semi-annual sessions, which are held every two years. Therefore, the elected executive has the final say on most, if not all, decisions pertaining to the taxation of the county and its various districts.

 

Why would I care what the elected officials do, if they do not have the final say on all matters pertaining to the taxation of my property? I want to know who the monetary contributors are that influence the decisions of the seventh term Marion County property appraiser. This seems rather irrelevant now, but it should be. If the seven-term Marion County property appraiser is totally independent, then shouldn't the appraisers of other counties to be as impartial and also contribute to the collective bargaining process of our state's multi-legislature government structure?

Well, Marion County, through their elected representatives, has chosen not to have a full-fledged investigation of their own homestead exemption laws, even though the current Marion County circuit court judge, David Norton, has ordered an investigation. So, why is the property appraiser doing this investigation? Well, Marion County has over two hundred thousand residents, so they must have something to hide! Why did the circuit court judge to allow the investigation into homestead exemptions and not require an impartial hearing to determine whether or not these laws are constitutional? This makes no sense, as we just recently had a complete unrelated hearing in the state of Ohio regarding similar issues.

 

After the homestead exemption issue was resolved, the tax estimator recommended two different assessments for the 2021 property taxes of the citizens of Marion County. These two estimates were not only highly inaccurate but were totally erroneous. The error in these assessments cost the citizens of Marion County thousands of dollars in additional property taxes this year. The first error was based on the incorrect amount of acreage homestead exemption; the second was based on the incorrect amount of residential property. These errors were made without anyone ever checking to see if the numbers were correct.

 

The next step for the Marion County property appraiser is to compare the current property value with the previous three years. Unfortunately, the three-year comparison was never done. This may be because the appraisers made these comparisons before the homestead exemption ruling. They must now re-estimate the value based on the new numbers, which are much lower than the prior three-year estimates.

 

Why has the current appraiser made these errors? It appears that the current Marion County property appraiser has not been thoroughly trained in property appraisal. As previously stated, this appraiser does not have a certified experience in the field. This lack of experience makes it extremely difficult for this appraiser to determine what the correct market value for a property is. It is possible that he made these mistakes because he failed to get all of the required information in order to properly calculate the current value of the house.

 

How do you request that your property appraiser correct his errors? You must first request an independent review of the current property appraiser's report. The review should include information about the previous appraisal, any corrections needed, and an explanation of why the prior appraisal was wrong. If the independent review does not show that the appraiser is wrong, then you can demand that your appraiser be removed from the panel and that a new one is assigned.
